Project Overview

A memorandum of cooperation was signed regarding the introduction of a Shinkansen system for the Mumbai-Ahmedabad high-speed railway at the Japan-India summit in December 2015.

Based on this memorandum, from February 2017 to January 2020, training was conducted for young staff members of the Ministry of Railways of India and the National High Speed Rail Corporation Limited (NHSRCL), the agency responsible for high-speed rail operation between Mumbai and Ahmedabad. The training was conducted under an “all-Japan” stance (a cooperative and collaborative structure of 36 Japanese companies).

Training was conducted over 24 sessions for a total of 877 participants. JIC and the Japan International Cooperation Center (JICE) formed a joint venture to play a central role in the planning and operation of the training program.

Through this training, comments such as below came from the participants:

“We want to develop new guidelines for punctuality and safety in Indian railways”
“We want to set up a training centre in India similar to one in Japan to provide detailed practical training for site office staff”
“It will take time to develop a new railway culture, but we want to share what we have learnt in Japan with our staff in India to bring about changes in behavior”

The concept of "punctuality/on time", which is a central policy of Japanese rail companies, was conveyed to the Indian trainees, who were instructed in the importance of punctuality as part of the training.
